“We find direct evidence that large builders have shifted to a more cooperative stance following the ruling, lending credence to the idea that regulatory clarity is a key factor in determining whether to cooperate,” the paper states. “The ruling also found that more than half of the non-cooperative blocks were from two builders, indicating a heavy reliance on a small number of players to facilitate the settlement of Tornado Cash transactions. This heavy reliance on a small number of builders reveals that Ethereum's censorship-resistance is surprisingly fragile.”
